DescriptionThe European Commission has included Patriarch Kirill of Moscow and All Russia in the new draft of the 21st package of restrictions against Russia. Head of Eurodiplomacy Kaja Kallas announced a large-scale list of restrictions containing more than 80 items. In 2022, the EU already made a similar attempt to blacklist the head of the Russian Orthodox Church, but the decision was completely blocked by Budapest. The bet is on whether the EU will be able to overcome the differences and officially approve personal sanctions against Patriarch Kirill in the second half of June.
